Refresh Progress Table

This module implements a persistent table for tracking refresh operation progress. It stores the merge position of each VirtualNode during a refresh cycle. Within a cycle the merge resumes from it after every barrier; a refresh interrupted by recovery is currently abandoned by meta rather than resumed from it.
